Domain Names, Domain Name Issues icann Legal Questions

I was reading an article online about the united nations controlling Icann
the private company that controls all domain names. Personall I think Icann should be controlled by a Un Body for the simple fact is to launch attacks on world wide spam networks. Lets face it Icann cant control Al qeada operations on the internet. But the United Nations Can. The united nations can be deployed to any hosting company and find out if that company is part of al qeada network. Icann just does not have the power to do this. I could be wrong. I was wondering if any attorneys coudl give us some answers on the matter about the legal nature of the matter at hand
